There was an incident last year that shows two of our rules are in conflict.
The rules on Practice Squads, with the critical section in bold:
"The practice squad will consit of 5 players. the 3rd and 4th round rookie rookie players will be practice squad eligble but may also be signed to your active roster. There will also be an additional two rounds on the rookie draft and they will be only to add to the practice squad not to the active roster. You do not have to participate in the final two rounds of the rookie draft (although you are encouraged to trade the picks to get some value for them). If you wish not to participate and do not trade the picks, when your selection is up post the word "pass" for your selection."
while the Practice Squad Promotion Rules Addendum states:
"when Free Agency closes for the year there will be no signing of players from the Practice Squad to the Active Roster. Regular signings to the active roster will resume after the practice squad resigning period."
[Note to self: I doubt anyone will object if I fix the typos in the rules.]
Last year a team immediately promoted a player drafted after the 4th round to his active roster. Which according to the Addendum language is perfectly legal. However it makes a mockery of the rule mandating any rounds of the draft to be PS only.
It has been pointed out to me, and I agree, if it had been clear all along that a player drafted in the 5th or 6th could spend all of 1 minute on the PS before being promoted to the active roster it could well change one's draft strategy. It also occurs to me that the addendum makes the prior rule a useless procedural waste of time.
I suggest the best way to resolve this conflict is to eliminate the mandate that 5th and 6th round players be "PS only." To do that I suggest the 3rd paragraph of the Practice Squads rule be changed to:
"The practice squad will consist of 5 players. Rookie players drafted in the 3rd through 6th rounds will be practice squad eligible but may also be signed to your active roster. You are not required to use all your draft picks. If you wish to skip a draft pick, when your selection is up post the word "pass" for your selection."
As part of my motion, if passed this rule change would take effect immediately and would apply to the 2012 draft. To that end, this poll will close when a result is clear, but no earlier than 1 week from now and no later than March 31, 2012.
I have conferred with the co-commissioner and he agrees. It does involve a substantial rules change so it requires a majority vote, which is defined in the rules as 5 votes.
A YES vote would amend the rules as described, effective immediately.
A NO vote would leave things as they are.
