I finally did the edit of the league rules so it kinda makes sense as one document. Although I did extensive rewriting I trust I have faithfully expressed our rules just as they are, with 2 exceptions. 1) I changed the references the Commissioners will use for autopicks in the rookie draft; and 2) given the impending move of everything here to the MFL site, I removed everything about how to keep records on this message board.
Please let me know if I missed anything or got anything wrong. If it is acceptable then let me know if you approve of this being the official league rules document. Thanks.

Rosters and Salaries
There will be 35 Active Roster spots and 5 Practice Squad spots.
The starting roster will be as follows:

The Salary Cap for the Active Roster is $108. The separate Practice Squad Salary Cap is $10.
Transactions that would put a team over the Salary Cap will be voided. The Commissioners may penalize Salary Cap infractions by taking away draft picks.
A player under contract may be released by paying the full remainder of his salary. That payment will only count against the Salary Cap for the remainder of the season.
Practice Squad
The Practice Squad will consist of 5 players. They will be signed to the Practice Squad for 1 year and can be released without penalty at any time. A Practice Squad player may be promoted to the Active Roster for a 1 year contract at their salary. Players may not be put back onto the Practice Squad after they are signed to the Active Roster. When Free Agency closes for the year there will be no signing of players from the Practice Squad to the Active Roster until the Practice Squad resets.
During the Practice Squad Resigning Period, you may retain any Practice Squad players by adding $1 to their current salary, sign them to your Active Roster at their current salary, or release them.
Injured Reserve
You may remove unlimited players from your Active Roster and place them on Injured Reserve (IR). For a player to be placed on the IR they must be on IR in the NFL. Once a player is put on IR he may not be removed until the end of the season. When a player is on IR their salary does not count against the Salary Cap.
Suspended Players
If a player is suspended in the NFL he can be placed on the Suspended Players List. When a player is on the Suspended Players List he does not count against the Salary Cap or Active Roster. When he comes off suspension he must be placed back on the Active Roster.
Deceased Players
If a player dies he may be released from the Active Roster and any current or future salary will not count against the Salary Cap.
Retired Players
If a player retires he may be kept on the Active Roster or be moved to the Retired List. Once on the Retired List his salary does not count against the Salary Cap. Players on the Retired List can not be traded unless they return to the NFL.
If the player does not come back to the NFL by Week 1 of the season he retires the player must be released and his future salary will not count against the Salary Cap. This drop may not happen until the start of Week 1 of the NFL season.
If a player unretires before Week 1 he must be moved back to the Active Roster or bought out using regular buyout rules. This move must happen immediately unless the action would put the team over the Salary Cap.
If by Week 1 of the NFL season the unretired player is still on the Retired List he will be released and his future salary will not count against the Salary Cap, but the team will be penalized a draft pick.
If the retired player in question costs $5 or more in annual salary, the team loses a 1st round draft pick.
If the retired player costs between $3-$4 in annual salary, the team loses a 2nd round draft pick.
If the retired player costs $2 or less in annual salary, the team loses a 3rd round draft pick.
Trades
Players, draft picks, future draft picks, and salary cap cash may be traded at any time. Contracts may not be traded.
The Commissioners reserve the ability to void trades in cases of suspected collusion. Disciplinary action may also be taken against owners participating collusion, up to and including dismissal from the league.
Resigning Players
When a contract expires you may resign a player. Every year you may resign the following:
1 player 5 years @ current salary + $4
1 player 5 years @ current salary + $3
1 player 4 years @ current salary + $3
1 player 4 years @ current salary + $2
1 player 3 years @ current salary + $2
1 player 2 years @ current salary + $2
1 player 2 years @ current salary + $1
unlimited players 1 year @ current salary + $1
Free Agency
When Free Agency is open owners may bid on players not currently under contract. Bidding will remain open until 24 hours have passed since the last bid. The owner who wins the bid will sign the player to a contract between 1-5 years. If you do not sign the player to a contract within 24 hours, that player will automatically be signed to a 1 year contract.
Automatic signings that would cause a team to go over the Salary Cap will be assigned automatically to the Practice Squad. If there is no room on the Practice Squad, the highest salaried player on the Practice Squad will be cut. If there is a tie, the player cut will be determined alphabetically by last name.
If wish to retract your bid you may do so if no one has a lower bid. If someone has a lower bid, you may only retract your bid if that owner allows you to do so. That bid then reverts back to being the highest bid and the 24 hour period for new bids restarts.
Players on Injured Reserve in the NFL are not eligible to be Free Agents in the DFFL.
Playoffs
The two division winners and four Wild Card teams will qualify for the Winners Bracket of the Playoffs. The two division winners will receive the top two seeds. The Wild Card teams will be the four teams besides the division winners with the best record after week 13. If teams are tied in record the tie breaker will be:
1) Head to head record
2) Total Points Scored
3) Total Points Allowed
The 4 nonplayoff teams will play in the Consolation Bracket for compensatory Rookie Draft picks 1.11, 2.11, 3.11 and 4.11.
The top four draft picks will be determined by the regular season record of the teams in the consolation bracket. The remaining 6 draft spots will be determined by how each team fares in the Winners Bracket.

Rookie Draft
There will be a 24 hour time limit for picks in the Rookie Draft. Exceptions will be allowed if you post on the message board before your selection is up that you need more time. You will automatically be granted an extension of 24 hours. If a draft pick is traded, a 12 hour extension is automatically granted to the owner receiving the pick.
If an extension is not requested and time expires, the owners next in draft position may select before you. If you fail to make your pick 24 hours after your time has expired a player will be selected for you by the Commissioners. Before each draft the Commissioners will choose references to be used for autopicks and announce them to the league. Only offensive players will be automatically selected in round one of the rookie draft. Your draft position remains the same and the player selected will receive the same salary as if you did not miss your draft selection.
If you wish to skip a draft pick, when your selection is up announce "pass" for your selection.
The Rookie salary scale is as follows:
