Players who are placed on injured reserve with designation to return in the NFL may be placed on the IR. Once the player has returned from injured reserve in the NFL, that player must be returned back to the Active Roster or bought out.

My vote personally would be no as the IR rule was intended to be an additional control to the salary cap allowing cap strapped owners a little wiggle room to pick up and additional player to cover the injured player. by designating they must return to the AR it essentially locks up additional salary dollars and does little to help the owner who has the player placed on IR it frees up roster space at the expense of buying a player out later if he comes back. IMHO you should just buy out the player then if you think the NFL will bring the player back.
It's (The IR) original intent also allowed those players who missed even one week of NFL time ot be placed on IR even if they were not in the NFL we changed that a few years back to help those teams that get hit very hard with season ending injuries.
I do not know if this would affect anyone who voted yes to the rule. but it my reasoning for voting no.
