The Commisioners will take all owner feedback and discuss the different options for a proposed rule change topic. It is important when at all possible the commisioners attempt to hammer out a comprimise when they disagree on a topic.
If they both agree on a topic and a proposed rule change and the rule change does not drasticly change how the league is run it wil go up to a simple majority vote. If the vote is sucessful the rule will be changed or ammended
If the commisioners both agree and the rule change would drasticly change the format and how the league is run the proposed change will go up to a majority vote. If the vote is sucessful the rule will be changed or ammended.
If the commisioners disagree. a change option will be put up to a super majority vote. If the vote is sucessful the rule will be changed or ammended.
A simple majority is achieved when half of the final votes are 50% or more of the total votes. (ie six people vote nd three vote for the rule change)
A majority is achieved when a total of 5 votes for the rule change is achieved.
A super majority is achieved when a total of seven votes for a rule change is achieved.
In the case where a vote is made and it has multiple options AND the criteria for the rule change is not achieved a runoff will occure between the two top vote getting options.
All rule changes should be discussed and implemented by March 1st for the player resigning period. This is a suggestion not a madate. Reasonable rule changes can occur up to May 1st if nessessary if it will beifit the league.
Though it should rarely be nessessary, and should not be used except in the most extreme circumstances, The commisioners hold the right to ammend or change any rule to fix a loophole that will give an owner an unfair advantage over theother owners.
If the change is on or after May 1st in a given year the commisioners must give an expanation why the rule was not implemented before. Why the change is nessessary and why it must be changed now and not next season.
