I made a gut pronouncement at the beginning of the drafts that really should not have been. It should have went to owner vote. So I am backtracking a bit with Charles Blessing. please vote for the good of the league. I am looking for a full majority of five votes for the good of the league.
Option 1: Rules passed in Feb of 2011 would be implemented September of 2011.
Option 2: Rules passed in Feb 2011 would be implemented January of 2012

I voted for January of the following year, but I do think this will somewhat depend on the rule to be changed. Major rules that change what teams might have done at the end of the previous year, I think should have a year notice so everyone knows the change is coming and can work to get the full advantage of it.
For example from the rules voted on last year: I would have liked a year notice on the ability to sign players directly from the PS to long term contracts. That might have been something that would have effected how teams operated in the previous year (not that I was a member of the league last year, but it definitly woudl have effected my changes throughout the year if I was). For the rule that didn't pass to increase the number of players that a team can have on the practice squad, if that did pass I'm not sure that would have effected how anyone operated their team throughout the year. Just my 2 cents

We should do things the way the NFL does them. I doubt they wait a whole freaking year to implement new rules.

I think it makes sense that when rules affect player values then there should be a year delay because it affects roster management, which is managed on a yearly basis with the salary cap and resignings/contracts each year. For example, if I'd had my team longer then I would have looked to shift some of my high salary IDPs in anticipation of a continuation of the old cap level, which would have gotten me much less value in return that i can get with the expanded cap.
